Human resource managers in Uganda have been called upon to serve with commitment and integrity, even as government signals plans to increase their salaries.

“Human Resource Officers play a central role in shaping the quality, performance, and reputation of government,” Mugasa said.

“You are entrusted with recruiting and protecting competent staff, managing performance, promoting discipline, safeguarding staff welfare, and nurturing professionalism and ethics. The success of our institutions largely depends on your commitment and competence.”

Mugasa said the conference provides managers with a platform to reflect on emerging trends, share best practices, enhance skills, and learn from one another.

“It also enables you to benchmark with leading institutions and build strong networks for collaboration and knowledge sharing. I urge you to fully utilize this platform—participate actively in all sessions, engage constructively in discussions, and share experiences openly,” she added.

The minister also revealed that government is committed to improving salaries for public human resource managers nationwide, urging them to be patient.

“Ladies and gentlemen, government remains committed to strengthening human resource management as a key driver of public sector transformation. You may face challenges, including low pay, but you are expected to be the shock absorbers of government,” Mugasa noted.

This year’s conference, themed “Transforming Human Resource Management Practices for Institutional Success and Improved Service Delivery, Ethics Systems, and Talent Management,” attracted over 550 participants.
